South Africa municipal elections: voters demand security and basic services

29 million registered voters in the Republic of South Africa will participate on 4 November in municipal elections. Main concerns are high crime rates, water shortages and unreliable electricity supply, which have become symbols of local government failure. Public discontent is undermining support for the ruling African National Congress.
