Hundreds of Russian hybrid operations detected across 17 European countries
Public media journalists working with Eurovision News Spotlight have compiled a database of hundreds of incidents in 17 European states publicly linked to Russia between April 1 and October 15, 2026. The compilation includes airspace violations, sabotage attempts, and operations by hastily recruited operatives. Reports from IISS, CSIS and RUSI describe the campaign mechanisms — from recruitment and financing to target selection, with damage potentially disrupting aid deliveries to Ukraine and NATO logistics.
