British inquiry: government failures spread COVID in care homes

A COVID-19 pandemic inquiry found that care homes were "an afterthought" in government priorities. A critical error was the failure to recommend isolation of patients discharged from hospitals to care homes, which caused rapid virus spread among residents and staff. Inquiry chair Heather Hallett called it "serious neglect."
