South Korea: diesel shipments to Russia not subject to export controls

Seoul said on Thursday that alleged diesel shipments intended to ease fuel shortages in Russia are not covered by South Korean export controls. The origin of the fuel remains under investigation. The matter has caused tension between Ukraine and South Korea.
