New speed camera rules: car owner to pay fine for silent driver

The Infrastructure Ministry wants to introduce a rule where if a traffic offender caught by a speed camera fails to submit a statement accepting or refusing the fine, the vehicle owner will pay the penalty instead. The changes aim to tighten fine collection, but short-term car rental companies warn the new rules could drive them to bankruptcy.
