Who controls Gaza after three years of war: Israel, Hamas, or no one?

In early October, Israel controlled over 60 percent of Gaza, treating occupied areas as a buffer zone its forces will not withdraw from. Hamas still governs a narrow coastal strip where nearly 2 million Palestinians live, largely in destroyed buildings and makeshift shelters. An administration appointed to replace Hamas has not yet been allowed into Gaza, which effectively has three separate control centers.
