Constitution has fallen out of use, says legal expert Michał Bieniak

Constitutional lawyer Michał Bieniak argues that Poland's fundamental law has become essentially a dead document. Neither side of the political dispute is interested in reviving it, since it always constrains those in power. According to Bieniak, constitutional change is becoming necessary.
