Bosnia's election: modern technology, Cold War-era political system

Bosnia and Herzegovina's October 4 election will be the most technologically advanced in the country's history. Yet the political system governing it dates back over 30 years, designed as a mechanism to end the war peacefully — the European Union has long demanded reform. Discriminatory rules exclude some citizens from full voting participation based on ethnicity.
