Minimum heating charge from January: you'll pay even with radiator off

Starting in January next year, regulations will take effect to limit so-called heat freeloading. A minimum charge for heating will be introduced — tenants will pay a share of costs even when their radiator is turned to zero. The changes aim to equalize costs between residents who heat their apartments and those who benefit from neighbors' heat.
