Putin reactivates "Dead Hand," Cold War nuclear retaliation system

Vladimir Putin has ordered the modernization and reactivation of a backup strategic command system from the Cold War era called "Dead Hand" — an automated retaliation mechanism that can independently launch missiles in response to a nuclear attack on Russia, even without orders from commanders. The Kremlin presents the move as a response to escalating confrontation with the West and says it serves as a deterrent to NATO.
