Polish air defense activated even when drones fly only over Ukraine

Russia need not send drones over Poland to strain its defense systems — it is enough that it did so earlier. When drones appear over Ukraine, Poland must each time account for the possibility of attack and activate costly defensive responses. This is a form of resource exhaustion without direct strikes on Polish territory.
