Belgium and Rwanda restore diplomatic ties after 18 months

Belgium and Rwanda have restored diplomatic relations after an 18-month break caused by war in eastern Democratic Republic of Congo. The rapprochement of both countries raises the question of whether it will facilitate a path to peace in the DRC.
