Germany and three other countries urge UN Security Council reform

Foreign ministers of Brazil, Germany, India and Japan called for thorough reform of the UN Security Council. None of these four countries is a permanent member, and all have sought its expansion for years. The appeal coincided with statements from other world leaders criticizing the body's ineffectiveness.
