US Congress passes Russia sanctions threatening tariffs on China and India

The US Congress has approved a broad sanctions bill targeting the Russian economy and close associates of Putin. The legislation threatens high tariffs on countries buying Russian oil, including China and India. The bill now goes to President Trump for signature.
