France blocks billions in EU aid to Ukraine from peace fund

France is withholding a decision on the European Peace Facility (EPF), blocking refunds to EU states for weapons sent to Ukraine. This also halts an additional €1 billion in aid to Kyiv. A PAP diplomatic source described Paris's move as shocking.
