NATO Secretary General identifies Germany as leader of Alliance transformation

During Germany's Heads of Mission Conference in Berlin on September 10, the need for NATO transformation under the concept of "NATO 3.0" was stressed. Mark Rutte pointed to the key role of Canada and Europe in this process, with particular focus on Germany. The term "NATO 3.0" appeared earlier — Rutte used it in Ankara on July 8, and had circulated in internal Alliance discussions since May.
