Commentary: Europe keeps Ukraine at arm's length from the EU

The author argues that Europe's sluggishness on admitting Ukraine to the European Union is the main cause of the war that has lasted more than four years. In his view, the failed policy of distancing itself from Kyiv led to Russian aggression and continues to be repeated.
