One in ten cigarettes in Poland now comes from the black market

Employer organisations and the tobacco industry are warning that excise tax hikes on tobacco products have caused a sharp rise in the black market, with nearly one in ten cigarettes now coming from illegal sources. Excise revenue in 2025 fell significantly below the Finance Ministry's projections. The industry is calling for a review of tobacco tax policy.
