Labour inspectorate issues 121 orders converting B2B and civil contracts into employment

A reform of Poland's State Labour Inspectorate (PIP) took effect on 8 July 2026, granting inspectors the power to reclassify sham civil-law and B2B contracts as standard employment contracts. Since the law came into force, inspectors have already issued 121 orders confirming employment status. The measure targets employers who use civil contracts to avoid full employment obligations.
