1936 circular creating a cult of Rydz-Śmigły: "how low a state can sink"

Nałęcz describes the act as one of the most bizarre in Polish history and a lesson in how far a state governed by law can fall. He argues that such decrees are only possible under dictatorships, not in democratic systems.
