Ukraine needs PAC-3MSE missiles, but the only non-US producer can't deliver

Stocks of PAC-3MSE interceptors for Patriot air defence systems are dwindling, and fewer countries have meaningful reserves to offer Ukraine. Japan is the only nation outside the US that manufactures these missiles, but its legal framework prohibits arms exports to Ukraine. That leaves the United States as the only realistic supplier.
