Poland to introduce layered property rights for above- and below-ground ownership

The Polish government has added the framework for a layered property rights law to its legislative agenda. The new regulations would allow investment above and below a plot of land without owning the land itself, breaking the traditional rule that land ownership extends vertically in both directions.
