Russia's war budget may hit record 9% of GDP this year, Der Spiegel reports

According to Germany's Der Spiegel, spending could reach as high as 9% of GDP by year's end — the highest level in modern Russian history. The figures contradict the Kremlin's public messaging about fiscal restraint.
