Putin's veteran "new elite" programme stalls after two and a half years

Vladimir Putin launched the "Time of Heroes" programme in February 2024, aiming to build a new Russian elite from military veterans. After two and a half years, the initiative has stalled, with career ladder schemes for servicemen ceasing recruitment in almost all of Russia. The programme has failed to meet the Kremlin's ambitions for shaping a new political class.
