Paris and Berlin want Kallas to coordinate EU migration and development policy

France and Germany have put forward proposals to overhaul the EU's External Action Service (EEAS), which would give foreign policy chief Kaja Kallas sweeping powers to coordinate Commission units dealing with migration and development aid. The reform aims to end the ongoing turf war between the EEAS and the European Commission under Ursula von der Leyen. The proposals also foresee some weakening of the EEAS in areas where the Commission holds real power.
