Expert: revolving housing fund could replace one-off construction subsidies

Housing market expert Jarosław Jędrzyński argues that current state subsidies for social and municipal housing are inefficient because money does not return to the system after a project is funded. He proposes a revolving housing fund model — already operating in Latvia — where public funds are repaid through rents and instalments and can be recycled to finance new homes. The expert questions why Poland has not adopted such a mechanism.
