Expert: Putin's nuclear threats are a bluff, but Baltic states face real risk

Thomas Wright, a former director at the US National Security Council, says Russian threats about using tactical nuclear weapons are purely rhetorical scare tactics aimed at the West. He warns, however, of a different and more concrete danger: Moscow may attempt to "test" NATO members, particularly the Baltic states, to probe the alliance's resolve and cohesion.
