Ex-Biden adviser: Russia's nuclear threats are rhetoric, but not to be dismissed

Thomas Wright, former director of strategic planning at the US National Security Council, said Russia's signals about potentially using tactical nuclear weapons are primarily designed to intimidate the West. He cautioned, however, that the risk of escalation against NATO should not be taken lightly. His comments came amid reports of a CIA director visit to Russia.
