ISW: Russia may launch a limited attack on a NATO member to test the alliance

The Institute for the Study of War (ISW) assesses that Russia is preparing to test NATO's response and may in the future carry out a limited attack against a member state. A full-scale invasion of a NATO country is considered unlikely. The Kremlin is deliberately maintaining ambiguity about its intentions in order to undermine confidence in Article 5 of the NATO treaty.
