ISW warns: Putin may test NATO with limited attack on a Baltic state

The Institute for the Study of War (ISW) warns that the Kremlin is deliberately creating ambiguity about its intentions toward the Baltic states in order to undermine the credibility of NATO's Article 5. Analysts do not rule out a limited Russian attack on a NATO member, though a full-scale invasion is considered unlikely. Moscow's main goal appears to be testing the alliance's resolve to defend its members.
