How zoning laws preserved racial segregation after it was banned in the US

After overt racial segregation was outlawed in the US, cities found a subtler tool: zoning laws dictating what type of housing could be built in each neighbourhood. These seemingly neutral regulations effectively separated wealthy from poor, and indirectly white from Black residents. The old racial boundaries thus survived for decades encoded in planning codes rather than in explicit racial rules.
