CIA chief Ratcliffe visited Moscow without notifying the EU

European Commission spokeswoman Paula Pinho confirmed Thursday that CIA Director John Ratcliffe did not inform the EU before his secret trip to Russia earlier this week. The visit caught Brussels off guard. Ratcliffe is among the first CIA directors in years to travel directly to Moscow.
