South Koreans posted to Poland excluded from 800+ child benefit

Under a bilateral agreement between Poland and South Korea, Korean workers posted to Poland do not pay social security contributions in Poland and are therefore ineligible for the 800+ child benefit. Some experts consider this a loophole in the regulations, but the Social Insurance Institution (ZUS) disagrees, maintaining the rules are being applied correctly.
