California passes plug-in solar bill to help homeowners cut electricity costs

California's legislature has passed a bill legalising plug-in solar panels, which homeowners can connect directly to a standard electrical outlet. The technology is intended to help reduce rising electricity costs. Nearly a dozen other US states have already passed similar legislation.
