Analysts: Putin won't use nuclear weapons as long as conventional escalation remains an option

A growing number of Russian officials are suggesting that Putin could use tactical nuclear weapons against Ukraine. However, Alexander Gabuev, director of the Carnegie Russia Eurasia Center, argues Russia will not do so as long as it can escalate using conventional weapons. Bloomberg reports that Moscow intends to continue conventional escalation.
