Ukraine drone strikes leave Russian oil output at 21-year low with no recovery in sight

Russia has failed to restore oil-refining capacity knocked out by Ukrainian drone strikes, according to Rosstat data. July output rose 5.6% month-on-month but was still 19.3% below the same period last year — the worst annual figure in 21 years. Analysts see no signs of recovery, with damaged facilities remaining offline.
