Civil service reform: non-appointed employee could become chief

Poland's planned civil service reform would allow a non-appointed civil service corps employee to become the head of the civil service. This is one of the most significant changes to emerge from initial inter-ministerial consultations. Previously, the position was reserved for appointed officials.
