Morocco turns up political heat on Spain with call to "liberate occupied cities"

Moroccan Minister of Islamic Affairs Ahmed Toufiq, speaking at a royal ceremony in Rabat attended by King Mohammed VI, described a 15th-century imam as a symbol for Moroccans "to liberate the occupied cities" — widely read as a veiled claim on Spain's enclaves of Ceuta and Melilla. Spain's foreign ministry had to push back against similar claims from Morocco's Justice Minister just the previous week. Tensions have mounted after more than 70,000 migrants entered the Spanish exclave of Ceuta this summer.
