Genie Godula is pleased to welcome journalist Harold Isaac on the ground in Haiti's capital, Port-au-Prince. He says what we are witnessing in Haiti is not simply another episode of gang violence, but a profound challenge to the authority of the state at a moment when the country is attempting to return to electoral politics. With armed groups controlling roughly 80 percent of Port-au-Prince, the capital is effectively under siege, while the circulation of people, goods and services increasingly requires some form of negotiation with gang power. The attack in Kenscoff is especially significant because of its proximity to some of the country’s most affluent areas. This as authorities seek to organize Haiti’s first elections in a decade, against a backdrop of arms smuggling, institutional fragility and an unresolved political transition.
