Chatham House expert pessimistic about CIA director's surprise visit to Moscow

Keir Giles of the Chatham House think tank said the unexpected visit by CIA Director John Ratcliffe to Moscow gives little cause for optimism. Speaking to PAP, he recalled a similar trip by the then-CIA chief in 2021 — three months before Russia's invasion of Ukraine — noting that Russians denied any hostile intent at the time. He warned history could repeat itself.
