Man arrested near US Capitol with guillotine in pickup truck bed

US Capitol Police arrested a California man who drove a pickup truck with what authorities described as a guillotine in the truck bed to the area near the US Capitol complex. The man was reportedly motivated by anger at President Trump and California Governor Newsom. He was taken into custody and the item was treated as a threat.
