DR Congo and M23 rebels agree on roadmap to resume peace talks

After months of stalled negotiations, the government of the Democratic Republic of Congo and Rwanda-backed M23 rebels have agreed on a roadmap to restart peace talks. The rebels continue to hold large swathes of territory in eastern DRC. The agreement on a framework for dialogue was announced from Kinshasa.
