Nearly 10% of cigarettes in Poland are illicit — state loses billions in excise duty
Illicit cigarettes accounted for 9.7% of the Polish market in the first quarter of this year, according to the National Tobacco Industry Association. The state loses billions of zlotys annually in uncollected excise duty as a result. Tobacco smuggling remains a major challenge for customs authorities.
