Saudi Arabia imports Russian fuel oil despite being world's top oil exporter

Saudi Arabia, the world's biggest oil exporter, is simultaneously the largest importer of Russian fuel oil and vacuum gas oil (VGO). The apparent paradox comes down to straightforward economics — buying cheaper Russian feedstock frees up Saudi crude for higher-value exports, making the arrangement highly profitable for Riyadh.
