Polish hydrologist: flood safety should be a national priority like defence

Prof. Paweł Rowiński of the Polish Academy of Sciences warns that flood risk can never be fully eliminated, but the state must focus on reducing its consequences. He calls for a fundamental shift in water management policy and warns against paving over cities with concrete. Water security, he argues, deserves the same political priority as national defence.
