Puerto Ricans lost faith in tap water long before mandatory rationing began

Puerto Rico residents have long distrusted their tap water due to years of quality problems and supply outages, well before mandatory rationing was recently imposed. The rationing has only deepened an already entrenched crisis of confidence in the island's water system. Years of infrastructure neglect and water quality incidents have made bottled water the norm for many on the island.
