Josh Tarling to race Vuelta a España after brother Finlay's death

Cyclist Josh Tarling will compete in the Vuelta a España following a family tragedy. His 19-year-old brother Finlay died in a high-speed collision with a van that had strayed onto the road during the eighth stage of the Volta a Portugal.
