Tokyo-bound express train kills four railway workers at Japanese station

A Tokyo-bound express train struck and killed four railway workers at a station in Japan. Railway officials said it remains unclear why the workers did not leave the tracks as the train approached, or what the designated lookout personnel were doing at the time. An investigation into the circumstances of the tragedy is underway.
