Putin rebukes officials for neglecting state training programmes

Vladimir Putin, speaking at a meeting of the Strategic Development Council, praised Russia's economic situation, rising investment levels and what he described as the ineffectiveness of Ukrainian attacks. He then sharply rebuked officials for failing to participate in a state skills-development programme, warning of consequences for those who skip mandatory training.
