Five countries border the Caspian Sea — but who really owns it?

The five countries bordering the Caspian Sea — Russia, Iran, Kazakhstan, Turkmenistan and Azerbaijan — share no fixed, agreed division of the body of water. A 2018 convention set rules for navigation, security and fishing but left key seabed boundary questions unresolved. Disputes over the sea's natural resources continue among the coastal states.
